This NYT piece takes up the idea of distributing some portion of Iraq's oil revenue to its citizenry each year. The state of Alaska has such a distribution. Here's hoping it can be put into practice soon. I can't think of any better way to engender popular support for the incipient government, improve the country's future economic prospects and help to dispel suspicions that the Americans are going to usurp the country's oil wealth.
Terrible idea... they don't need a welfare state. It makes people mentally sick like in Saudi Arabia, which does exactly this.
